October 11, 2006 Letter from Ng Gek Huang I am not surprised to read about the overwhelming response to the HDB's pilot Design, Build and Sell Scheme (DBSS) flats at Tampines, which saw HDB outsourcing the design and building of flats to a private developer. I know through friends and relatives that there are many like me out there ? direct HDB flat buyers who would love to downgrade to a smaller but non-resale flat without having to pay the hefty levy. With the levy, we cannot afford to renovate the new house decently. Hence, we would rather pay more for a DBSS flat as there would be minimum need, if at all, to further renovate the house. With the wonderful results for this pilot project, I hope the HDB would seriously expedite more such schemes, especially in the Sengkang, Punggol and Hougang areas. And to future private developers of such flats, please note that three-room flats are still a big draw. Please do not ignore building flats of such sizes, which unfortunately, the current private developer did. I would have joined the queue, otherwise. | |
