The mostly-unsold executive flats in my Sembawang neighbourhood are undergoing a major floor-tile replacement. These new flats were built six years ago, along with the four and five-room ones that have all been sold.

My block has 28 executive flats, out of which only three are occupied. The other blocks are in a similar state.

The Housing and Development Board held a few walk-in selection exercises with discounted selling prices. Showroom flats with attractive interior designs were created. Free buses were provided. And, yes, we saw many prospective buyers touring the area — but few flats were taken up.

Starting last month, the floor tiles of unsold flats are being ripped out and new ones laid. This raises questions.

Buyers don't just look at the flooring. They are more concerned with the location and the overall layout. So, why was the decision made to change them now?

Lastly, who foots the bill?
