I refer to Chiu Li Yu's letter, "When neighbours and friends turn enemies" (Aug 29). Our freehold condominium is also considering going en bloc. I agree with the writer only to an extent.

It is because many owners are not interested in attending annual general meetings and give their votes to proxies that the management council (MC) and the managing agent (MA) are able to manipulate affairs to their advantage.

It is not true that as the estate gets older, it gets more expensive to maintain. If you mop your home just once a month, the stains will accumulate and be expensive to remove. Some homes look as good after 30 years because they are well maintained.

It is the same with estates. I have long argued for preventive, not reactive, maintenance. Yet irresponsible MCs and MAs would have us believe that keeping the conservancy fee the same over 10 years is good management.

There will always be rumour-mongers who are the source of most problems in the en bloc process. There will be no unhappiness if we only confronted the gossips. In the current exercise, the MC and MA refused to hold dialogues with the owners. So a group of us initiated a discussion and obtained enough support to call for an extraordinary general meeting.
