MY PRECINCT will be voting on the Lift Upgrading Programme (LUP). Under the voting rule, eligible voters who do not cast their votes are considered to be not supporting the LUP. I am perplexed by this rule which seems unfair.
Firstly, there may be residents who do not check their letterboxes regularly and so do not know the voting dates. Secondly, there are residents who cannot read the letters in English. Thirdly, some residents may miss the voting dates because they are overseas or from forgetfulness.
I would like the authorities to consider reviewing this voting rule by counting the number of 'for' and 'against' votes only. Non-voters should be considered spoilt votes and not counted at all, as in a general election.
