I refer to the letters "Thin walls of our 'paper' flat" by Ms Karine Lim (May 15), "Forced to sell flat due to noise" by Mr Chng Kiat Siong (May 17) and "Getting to know you ... through toilet patterns and 'paper' walls" by Ms Claire Wong (May 25).

We wish to assure your readers that HDB walls and floors provide adequate sound insulation to muffle noise from normal activities.

The walls and floor slabs between adjoining HDB flats are designed in accordance with the relevant codes and regulations, and are in line with industry norms adopted by many private residential developers.

Tests are also conducted during construction to ensure that the concrete used complies with material specifications.

The HDB has followed up with Ms Lim, Mr Chng and Ms Wong to ascertain that the mentioned flats comply with building standards and are structurally secure.

As the flats are located in relatively quiet neighbourhoods, where there is a low level of surrounding noise, sudden sounds may seem louder than normal.

The HDB has explained this to the affected residents and advised them to install "soft" finishing like carpets and curtains to help absorb the noise.

In a high-rise, high-density living environment, the presence of a certain degree of noise is inevitable.

Residents are, therefore, advised to be considerate by minimising noise creation, and to exercise tolerance and understanding. Most of such cases can be resolved amicably among residents.

Where necessary, affected parties can approach the Community Mediation Centres, set up by the Ministry of Law, for help in resolving disputes.
